General information on PPP

At the present time, Public-private partnerships (PPPs) are being actively introduced in the implementation of social projects in the Krasnoyarsk Kray.

First of all, the PPPs represent a long-term mutually beneficial cooperation between the state and private investors, aimed at the realization of public tasks, improving the accessibility and quality of public services, attraction of private investments for construction, reconstruction, modernization and operation of various public infrastructure on the basis of risk-sharing between businesses and the state.

In accordance with the Investment Strategy of the Krasnoyarsk Kray for the period of up to 2030, one of the priority target areas of activity in the region is the use of PPPs.

In 2016, the Governor of the Kray determined the authorized authority in the field of PPP in the Krasnoyarsk Kray - The Ministry of Economic Development and Investment Policy of the Krasnoyarsk Kray.

Special attention is paid to the development of the regulatory framework governing the relationship between business and government in the field of PPPs.

The active position of the region concerning the PPPs implementation has also been noted at the federal level. According to the research conducted by the Ministry of Economic Development of the Russian Federation and the PPPs Development Center, the Krasnoyarsk Kray has risen by 27 positions compared to 2014 and finished on the 29th place according to the results of 2015 in the ranking of regions on the PPPs level.
