A request for creating the priority social and economic development territory in Zelenogorsk has been forwarded to the Ministry of Economic Development of the Russian Federation

The request for creating the priority social and economic development territory in (PSEDT) in the closed administrative-territorial unit of Zelenogorsk has been signed by the Governor of Krasnoyarsk Kray Viktor Tolokonsky and submitted for consideration to the Ministry of Economic Development of the Russian Federation.

The project to create the PSEDT was developed by the working group under the Government of Krasnoyarsk Kray with the participation of the state corporation Rosatom and the administration of the closed administrative-territorial unit of Zelenogorsk on behalf of the head of the region.

The Vice-Premier of the Government of Krasnoyarsk Kray Natalya Ryazantseva has stated that obtaining the PSEDT status will give the opportunity to establish a special legal regime of doing business in Zelenogorsk, which is favorable for localization of small and medium-sized businesses, as well as investment generation. “We expect the PSEDT creation to be an effective tool to increase investment attractiveness of the area, resulting in opening the productions and creating new jobs. The revitalization of the economy in Zelenogorsk will reduce the dependence on local economic mainstays, accelerate the socio-economic development of the territory and improve the welfare of residents”, Natalya Ryazantseva said. The PSEDT specialization will be high-tech processing, and the priority areas of activity are nuclear technologies, agro-industrial complex, electric-power industry and electrical equipment, metalworking, chemical industry.

Tax and customs privileges will be applied to the established companies, which are registered as the PSEDT residents. So, the organisations will be exempt from paying property tax to the regional budget. In addition, insurance premiums will be reduced from 30.2% to 7.6%, and the rate on profit tax to the regional budget will be decreased from 18% to 5% in the first five years and by 10% in the next five years for residents. So far, 12 potential residents of the priority social and economic development territory have submitted 16 projects of creating new productions in Zelenogorsk. It bears reminding that the Government of Krasnoyarsk Kray forwarded the request for creating the priority social and economic development territory in (PSEDT) in the closed administrative-territorial unit of Zelenogorsk to the Ministry of Economic Development of the Russian Federation in August 2016.
